UPtoSPEED HOUSE COMMITTEE DEEMS WOTUS FLAWED The process that led to the U S Environmental Protection Agencys EPA Waters of the United States WOTUS rule was flawed according to a report from the House Committee on Oversight and Government Reform According to the National Stone Sand Gravel Association NSSGA which filed a lawsuit in 2015 as part of a coalition of organizations and businesses to challenge the rule the committee report indicates that the process leading to the WOTUS rule was rife with legal shortcuts predetermined conclusions and politically driven timelines According to NSSGA the committee outlines in the report the flawed process that led administration staff to bypass regulatory protocols in order to create a rule that radically expands federal jurisdiction under the Clean Water Act and poses concerns for a number of industries including the aggregate industry This confirms so much of what we have been saying about the rule since it was being written says Emily Coyner NSSGA director of environmental affairs The rulemaking process was flawed from the beginning and then EPA subverted the comment process did not conduct a proper economic analysis and even broke anti lobbying laws in order to increase support for the rule A nationwide stay is currently keeping the rule from being implemented across the country NSSGA adds MANUFACTURERS D oug Oberhelman chairman and CEO of Caterpillar Inc plans to retire March 31 2017 Cat named Jim Umpleby group president for energy and transportation as the companys new CEO Oberhelman was elected chairman of the board of directors and CEO of Cat in 2010 Since becoming chairman and CEO Oberhelman has led Cat through accelerated business cycles implementing cost efficiencies and lean manufacturing to simplify and improve global manufacturing and operations Cat says Our people have heard me say many times that my greatest responsibility as chairman and CEO is to manage Caterpillar for today and position the company and its future leaders for long term success Oberhelman says It has been an honor and a privilege to lead this company and I am confident in the choice of my successor Jim Umpleby Umpleby a 35 year veteran of the company will join the Cat board of directors and become CEO effective Jan 1 2017 He joined Solar Turbines Inc in San Diego in 1980 Solar a wholly owned subsidiary of Cat is one of the worlds leading manufacturers of industrial gas turbine systems In addition to the announcements involving Oberhelman and Umpleby Glen Barton former chairman and CEO of Caterpillar died According to Caterpillar Barton a member of the Pit Quarry Hall of Fame served the company for nearly 43 years He spent the last of those five years in leadership roles The Caterpillar family is extremely saddened by Glens passing Oberhelman says Glens legacy of leadership extends far beyond Caterpillars walls His commitment to Peoria and our communities was remarkable Barton joined Cat in 1961 In 1989 he became executive vice president with responsibility for worldwide marketing Ten years later Barton was named chairman and CEO of the company pitandquarry com December 2016 PIT QUARRY 7 PHOTOS COURTESY OF KEVIN YANIK TOP RIGHT AND DOLESE BROS BOTTOM LEFT GOVERNMENT Cat CEO Oberhelman to retire successor named Oberhelman Umpleby EDUCATION NSSGA SMITHSONIAN PARTNER FOR EDUCATION The National Stone Sand Gravel Association NSSGA and the Smithsonian Institute partnered to develop the Q rius program which provides educational materials for young people interested in geology and aggregate According to NSSGA the two organizations created materials to help students in grades six through 12 understand the link between geological events in the past and the stone sand and gravel that comes from todays quarries
